The taxi business in Shelby is changing for J.W. Lail.

"I used to run with 18 drivers," Lail said. "Now, I am down to eight." He has also had to cut back on cars.
Lail, the owner of AA United Cab, the only 24-hour taxi service in Shelby, said the cost of complying with city regulations has forced him to lay off drivers and has threatened his business.
