At times, bickering and hurt feelings between some members make the governing board of the Catawba Valley's biggest city seem more like a dysfunctional family.

The hotel will cost an estimated $18 million to develop, said Brad Lail, the project manager for Furniture Industries Inc. in Hickory, which is developing the hotel.

Some beneficiaries of the lower valuations were members of the Lail family, Catawba County commissioner Lynn Lail and her husband, Leroy Lail, who owns Hickory Furniture Mart. The Lails own several hotels in Hickory and Conover.
